Oxford Neighborhood
The Greater Oxford Civic Association, established in 1963, represents nearly 600 homes in Richmond’s Southside, with the community located east of Huguenot Road and spanning both north and south of Chippenham Parkway. Oxford’s unique setting offers large lots, abundant nature and wildlife, mature trees, and convenient access to the James River and surrounding areas. Often described as a “hidden gem,” Oxford is a neighborhood rooted in tradition—bringing neighbors together through National Night Out, fall gatherings, the Annual Yard Sale, community meetings, and more, keeping our spirit strong and our neighborhood thriving.

One of GOCA’s goals is to create more opportunities for neighbors to connect, and we’d love to help bring people together around shared interests. Whether you’re starting (or already have) a group—like walking, crafting, game nights, or new-parent meetups—we’ll help promote it through Instagram, our website, and the Observer. The Observer has long been a cherished part of our community, keeping neighbors connected and informed. Under the dedicated leadership of former editor Niki Sabbath, the Observer even earned an award for excellence. Published quarterly—spring, summer, fall, and winter—and delivered to your mailboxes by our block captains, the Observer remains one of the things that truly makes our neighborhood special.

OXFORD Membership Dues
Oxford neighborhood dues are just $20 a year—a small investment that makes a big difference in keeping our community vibrant and connected. These contributions help cover the cost of The Oxford Observer, fund neighborhood events we all enjoy, and support the activities of the Greater Oxford Civic Association.
